요즘 돌아가는 정세를 보며 낙서

북쪽에 심각한 정변은 없었다는 분석이 설득력을 더 얻는 가운데, 북한이 경제제재에 의한 난관에서 벗어나기 위한 일련의 활동이 이루어지고 있음을 짐작케 한다. 아래의 분석에 동의하는 편인데, 미국이 MD나 싸드를 한반도에 급하게 도입하려는 움직임을 보고 나도 확신을 하게 되었다.

한반도 내에 중국과 러시아의 영향력 강화가 가시화될 조짐이 보이고, 일본 역시도 어떤 목적에서건 북한과의 관계를 개선하려 한다면 미국에게 유리하지 않은 국면으로 흘러갈 수 있다는게 내 생각이다.

예를 들면, 남북간에 관계 개선으로 북방경제와의 연결이 더 가시화된다면, 동북아 전체에 대한 물류의 변화뿐만 아니라 안보 분야에서도 미국의 대 중국, 러시아의 억제력이 대폭 약화될 수 밖에 없고, 이를 극복하기 위해서는 미사일 디펜스 시스템 자체를 한반도에 전진 배치하여 억지력을 더 강화하는 카드를 꺼낼 수 밖에 없는 것이다.

특히 싸드의 경우, 엑스 밴드 레이더를 통한 정밀 타격 및 감시가 가능하다는 점에서 중국과 러시아가 반갑게 생각하지 않는 무기 시스템임에 틀림없다. 이런 가운데 미국이 북이 남침하는 경우 핵 사용까지 고려하겠다는 발언을 하면서 이슈가 되고 있다.

그 발언에 대한 가치 판단은 차치하더라도, 지금 이 시점에서 미국이 왜 이렇게 급한 발걸음을 하고 있는지를 살펴보면 미국 내부에서 분명 동북아 내의 전략적 변화에 다급해 하는 것이 아닌지 분석할 수 있는 부분이기도 하다.

그럼 내 생각은 한국이 어떻게 주변 4개 강대국 사이에서 균형을 맞추느냐로 수렴되는데, 결국은 밀당만이 답이다. TPP와 한중 FTA의 논의가 진행되는 가운데 레버리지를 어떻게 확보하느냐가 관건이라 할 수 있겠다.

As this blog has followed closely, South Korean officials have signaled a greater willingness to lift these sanctions in recent months, which might have motivated Pyongyang to send such a senior delegation to South Korea, if this indeed was the purpose of the trip."
