China-N.Korea border bustling and evolving: Expert

 

Researcher says Chinese perspective on defector crime, unrest should be considered

Much media coverage has been devoted to the China-North Korea border, with varying views on how vibrant the economic and cultural activity is there.

 

Lee Chang-ju, a Ph.D candidate at Fudan University in Shanghai, is a preeminent expert on the region, visiting the area at least twice a year and posting updates on his blog.

 

Currently working on his dissertation, Lee recently returned from a journey to Vladivostok, Hunchun, Tumen, Yanji and Dandong, and shared the freshest information available with NK News, as well as his perspective on the region’s prospects.

 

Lee compared the importance of Rajin, in North Korea, to South Korea’s Busan, as a port city serving as an entryway onto the peninsula.

 

 

NK News: What is actually changing at the bordering region?

 

Lee: Let me explain the new district of Dandong, where the New Yalu River Bridge is located. The bridge is connected to Sinuiju. The border trade zone has partially started, and is expected to open completely next April. I interviewed the person in charge. He said that North Koreans are not allowed, and that trade should be conducted via a trading company. Looking at the North Korean side from the broken bridge (Dan-gyo), I could see the sign of the Sinuiju foreign trade company. I guess these types of companies will sell and buy goods at the trade zone.

 

Observers offer mixed opinions about Sino-NK relations, but I think it has continued to be good. There could be conflict and tension between leaders, but the relationship that I’ve observed from the local area has always been good. A bit of friction happened in the middle of the big frame. From this context, the trade zone is one of the fruits.

 

 

 

 

 

NK News: What are China’s plans for this region?

 

Lee: In 2009, when Wen Jiabao, then China’s premier, visited Pyongyang he signed onto developing “one bridge and two islands” with North Korea. The one bridge is the New Yalu River Bridge, and the two islands are Wihwa and Hwanggumpyong island.

 

Jang Song Thaek’s execution is involved in advancing plans for this region. According to Huanqui, the group called “Sinuiju First Line,” led by Jang, was engaging in entrepôt trade, earning some commission. After his execution, the North Korean regime dominated his group and put a second group in place to monitor them. This caused trouble for the “one bridge and two island” policy.

 

After Liu Yunshan’s visit to the North on October 10, the construction of the bridge accelerated. Looking from that spot, the part connected to North Korea has been cut like a piece of cake. China is likely to invest in the part that serves as a connection. If it is constructed, the route from Pyongyang is connected to Shenyang, Dandong and Dalian via the bridge.

 

 

NK News: What is China’s motivation to advance the plan?

 

Lee: The new district of Dandong city and the Hwanggumpyong area can be revitalized only if the bridge is connected. There will be a big change once the bridge is connected. Currently, China is faced with the “new normal” status, and is trying to advance qualitative economic growth. It has failed to maintain an economic growth rate of more than 10 percent (annually), and it keeps going down. For Liaoning province, the economic growth rate of the first half of this year was 2.6 percent. Many heavy industries and state-owned enterprises were located in the three provinces of Northeast China – Jilin, Liaoning and Heilongjiang, which used to show a higher economic growth rate than the average rate for China. However, starting from the economic crisis of 2008, the economies of the U.S. and EU faltered and undermined Chinese industry, which is 40 percent dependent on external trade. The Chinese government distributed currency to boost the domestic economy, and it flowed into state-owned enterprises and became the debt of the region.

 

The Chinese government declared “one belt, one road,” conducting foreign direct investment (FDI) as a solution to overproduction (since demand in Europe and China decreased). It means building infrastructure in cooperation with neighboring countries, and facilitating trade procedures by shortening the clearance time at the border area. FDI, infrastructure and trade are the three pivotal factors of China’s “one belt one road.”

 

New Yalu Bridge completely fits with this policy. The bridge itself is infrastructure. China provided construction materials and capital, which is FDI. A newly established trade zone means facilitating trade.

 

Not only Dandong; China has signed on numerous agreement to build infrastructure in Hunchun and Tumen. Hunchun is also connected to Russia. China will try to expand its infrastructure construction into North Korea.

 

 

 

 

NK News: How’s China’s high-speed railroad project going?

 

Lee: It is a transportation revolution for the northeast provinces in China. From Yanji to Dandong it used to take 20 hours, but now it takes only five and a half hours, (traveling at) about 200 kilometers per hour. The floating population visiting this region has increased significantly. Restaurants and hotels have become more crowded and sometimes an appointment is required.

 

From Dandong to Shenyang, it takes only an hour and a half via high-speed train. It usually takes one hour, I heard. It costs 70 yuan, which is equivalent to $11.

 

Mount Paekdu is a very popular tourist attraction as well. During peak season, there’s a traffic jam. As it becomes more comfortable because of the infrastructure, a one-day tour route traveling Tumen, Namyang and Onsong has developed. The connection will be denser and denser.

 

I expect China will connect a high-speed railroad to advance to the East Sea and Pacific Ocean, in order to “borrow” a port. The port might be Rajin or Vladivostok, connected to Hunchun. Then China can connect the East Sea to Shanghai, and Busan will work as a stopover. China has always hoped to deliver from the East Sea to Shanghai, because the delivery expense via (marine) vessel is significantly cheaper than via train.

 

 

 

 

NK News: What do you think about South Korean President Park Geun-hye’s “Eurasia Initiative?”

 

Lee: It is limited within the continent. To maximize the advantage as a peninsula, it should work as a bridge between the ocean and the continent. If highlighting the ocean, Japan is the central nation, and China will be a central nation if the focus is on the continent. It is good to emphasize the economy of northern continent, but should consider character of the peninsula as a converging point. From this point of view, Busan and Rajin are the most attractive points.

 

I’ve suggested building an industrial complex near the Rajin port, like Kaesong Industrial Complex, for Korean companies to enter into the Chinese domestic market. From Rajin Port, it would be possible to take the Trans-Siberian Railroad (TSR) via the Manchurian Railway (also known as the Chinese Eastern Railway), and a strategy to open a gate to the sea for Mongolia is currently underway.

 

Also, the low labor price of North Korean workers will be competitive in the area, and they don’t have a language barrier. The Chinese minimum wage has increased threefold since 2004, and this region is lacking in people, since the people have moved to the major cities.

 

Regarding the Eurasia Initiative, it is unclear whether South Korea will take the initiative through China and Russia or cooperate with them. Looking at the posters popularizing the policy, there’s no consideration of North Korea. The map suddenly starts from Dandong. It is not clear how to connect, via train, ocean or flight. South Korea should approach through a variety of strategies, while keeping communication with the U.S., not to cause trouble for the ROK-U.S. alliance.

 

 

NK News: What do you think about the overall trends in Sino-North Korea trade?

 

Lee: I think China is very tactful on diplomacy. When Chinese Foreign Minister Wang Yi declared respect for the UN resolution, and mentioned the 9.19 joint declaration (from the Six-Party Talks in 2005) South Korean media interpreted it as the fruit of President Park’s visit to China. However, I thought in different way. It was a warning signal to North Korea, not to make a nuclear move during Chinese President Xi Jinping’s visit to the U.S. China must have been very unhappy due to North Korea’s landmine provocation, which turned attention away from its military parade.

 

After this warning, Beijing gave a carrot to Pyongyang, by dispatching Liu Yunshan to North Korea’s military parade. Chinese local media reported the launch of regular operation of ship between Nampo, the North Korean port and Yantai in Shantung province of China. This is not what a local government can do. The central government, at least the Chinese Communist Party’s International Department, is involved. China is trying to take the initiative through the foothold of improved Sino-North Korea relations.

 

 

NK News: What is North Korea, for China?

 

Lee: North Korea is a (sovereign) state, for China. Considering its economy, Liaoning and Jilin province all collapse once North Korea fall apart. After Jang Song Thaek’s execution, the local economy was damaged. It would be a disaster if North Korean refugees come up after the collapse of the regime. For China, the relationship with South Korea and the relationship with North Korea is a separate factor. If South Korea considers the Sino-North Korea relationship subordinate to the relationship between the ROK and China, there occurs the error.

 

 

NK News: What is China’s position on North Korean defectors’ issue?

 

Lee: China doesn’t see defectors as refugees. Defectors are pitiable, of course, but when I meet Chinese residents, I can hear different stories. There is a lot of violence and murder committed by defectors. A grandfather and his grandchild were living together, and a defector killed them to steal a few hundred yuan. A defector women begged to marry a Chinese man, then ran away after selling their house.

 

In addition to the defectors’ pain, there are tragedies that the local residents undergo. A balanced point of view is required. While thinking about how to protect the refugees, we need to understand Chinese’ perspective. Understanding China’s dissatisfaction, we should manage the problem in cooperation with China. However, it is very tricky issue, because China considers North Korea as a (sovereign) nation. It is hard to recognize North Koreans coming into China without a passport, as refugees.

변화하는 북중국경: 활발한 인프라 건설과 중국의 해양 진출 시도

국내외 많은 언론이 다양한 관점을 가지고 북중 국경의 변화상을 취재한다. 상하이에 위치한 푸단대학교 박사 과정 이창주 씨는 매년 두 번 이상 북중 국경 지역을 방문하는 연구자이다.

현재 박사 논문을 작성하고 있는 이 씨는 지난 10월 22일부터 30일까지 블라디보스토크, 훈춘, 투먼, 옌지, 백두산, 단둥을 답사한 생생한 이야기와 이 지역에 대한 전망을 NK News에 전했다.

이 씨는 북한의 항구도시, 나진이 가지는 지정학적 중요성을 한국의 부산과 비교하며, 대륙과 해양을 잇는 거점으로 한반도를 바라보고 있다.


NK News: 북중접경지역의 최근 동향은 어떤가?


북한의 신의주로 연결되는 신압록강대교가 위치한 단둥의 신 도심부터 설명해보겠다. 언론에 보도된 호시무역(互市貿易•무관세 국경무역)은 내년 4월에 전면적으로 시작될 것으로 보인다. 현재 앞부분만 열린 상태이다. 안에 들어가서 담당자와 인터뷰를 했는데, 북한 쪽 개인이 나와서 사업을 하는 것은 안 되고 무역회사를 통해서 이루어질 예정이다. 단교(압록강 하류에 위치한 다리. 한국전쟁 당시 미 공군의 폭격으로 파괴) 쪽에서 카메라로 당겨서 북한 쪽을 확인해보니 ‘신의주대외운수회사’라는 간판이 보였다.


북중관계에 대한 전문가들의 의견은 갈리지만, 내가 봤을 때는 일관되게 좋았다. 지도자 간 갈등이나 자존심 싸움은 있을 수 있지만 지역에서 바라본 북중관계는 계속 좋았다. 큰 틀에서 유지되었지만 약간의 알력이 중간에 있었을 뿐이다. 이런 맥락 속에서 호시무역은 하나의 결과물이다.


NK News: 이 지역에 대한 중국의 계획은 무엇인가?


2009년 원자바오 중국 총리가 평양에 갔을 때 하나의 다리, 두 개의 섬이라는 의미의 ‘일교양도(一橋兩島)’ 정책을 약속했다. 하나의 다리는 신압록강대교이교, 두 개의 섬은 황금평과 위화도이다.

이 계획이 틀어진 데에는 장성택 처형 사건이 연관되어있다. 중국 측 자료를 보면 장성택이 지휘한 신의주 일선 라인의 존재를 지적하고 있다. 일선에 있는 국경수비대가 수수료를 받고 중개상의 역할을 했다는 것이다. 환구시보에 따르면 이 라인이 전부 다 장성택 라인이었다. 장성택 처형 이후, 이 라인이 전부 다 북한 중앙의 통제를 받게 되었다.


평양에서 선양, 단둥, 다롄 순환 고속도로가 직접 연결 가능


지난 10월 10일 북한 열병식 때 류윈산 중국 정치국 상무위원이 평양을 방문하며 신압록강대교 건설이 탄력을 받았다. 현장에서 보면 북한과 이어지는 부분이 케익처럼 딱 잘려있다. 북한은 연결 부분 건설도 중국이 투자해주길 바랐다고 한다. 중국이 이번에 확실히 결정한 것으로 보인다. 신압록강대교가 완공되면 평양에서 선양, 단둥, 다롄 순환 고속도로가 직접 연결된다.


NK News: 이 계획을 추진하는 중국의 동기는 무엇인가?


신압록강대교가 지어져야 단둥의 신 도심과 황금평 지역이 살아날 수 있다. 신압록강대교가 건설되면 중국에 큰 변화가 일어날 것이다. 현재 중국은 ‘뉴 노멀(New Normal)’ 상황에 놓여있다. 10퍼센트 대 경제성장률을 유지하지 못하게 되었고 올해 3분기에는 6.9퍼센트를 기록했다. 랴오닝성 같은 경우 올 해 상반기 성장률이 2.6퍼센트에 불과했다. 동북3성 지역은 본래 중공업, 국유기업이 포진한 곳으로 경제성장률이 중국 전체보다 높았다. 2008년 경제위기 이후, 미국과 EU가 흔들리면서 40퍼센트의 대외무역의존도를 보이던 중국 경제도 흔들리게 되었다. 중국 정부가 내수 시장을 살리기 위해 뿌린 돈이 국유기업과 지방 정부의 부채로 흘러 들어갔다.


이런 상황에서, 중국 정부가 내세운 것이 ‘일대일로’ 정책이다. 해외직접투자(FDI)를 통해 과잉생산 문제를 해결하겠다는 것이다. 이는 주변 국가와 협력을 통해 인프라를 건설하고 통관 절차를 단순화하여 무역 편리화를 시행하겠다는 정책으로 나타났다. 해외직접투자, 인프라 건설, 무역 편리화가 일대일로의 3대 축이다.


신압록강대교 건설은 일대일로와 딱 부합하는 전략이다. 다리 자체가 곧 인프라이며, 해외직접투자를 통해 건설 자재와 자본을 제공하는 것이다. 호시무역은 무역 편리화를 뜻한다. 중국은 단둥 뿐 아니라 훈춘, 투먼에도 마찬가지로 인프라를 짓기로 합의했다. 훈춘은 러시아와도 연결된다. 중국은 북한 내부에도 인프라를 지으려 할 것이다.

NK News: 중국의 고속철도 사업은 어떻게 진행되고 있나?


옌지에서 단둥까지 20시간이 걸리던 게 5시간 반으로 줄었다


동북 3성의 교통 혁명이다. 옌지에서 단둥까지 20시간이 걸리던 게 5시간 반으로 줄었다. 시속 약 200킬로미터이다. 이 지역 유동인구가 크게 증가했다. 줄을 서서 예약해야 할 만큼 식당과 호텔의 인기도 높아졌다.


단둥에서 선양까지 고속철도로 1시간 반이 걸렸다. 보통은 1시간 정도 걸린다고 한다. 가격은 70위안으로, 한화 1만3000원에서 1만4000원이다.


백두산 관광객은 차가 막힐 정도로 많다. 성수기 때는 입구까지 가는데 차가 막힌다. 인프라가 깔리면서, 투먼과 북한의 남양, 온성을 돌아보는 일일 여행 코스가 개발되었다. 일단 주요 도시를 연결한 철도망은 앞으로 더 촘촘히 확대될 것이다.


유라시아 이니셔티브도 항만을 생각해야


중국은 ‘차항출해(借港出海)’ 즉, 항구를 빌려 바다로 나가기 위해 러시아, 북한과 이어지는 고속철도를 건설할 것이라고 예상된다. 중국은 나진과 블라디보스토크를 염두에 두고 있을 것이다. 동해를 통해 상하이까지 연결하고 싶어한다. 이 때 부산은 경유지가 될 것이다. 해양과 내륙 운송의 가격 차이는 엄청나다. 항만이 중요한 이유다. 그래서 유라시아 이니셔티브도 항만을 생각해야 한다.

NK News: 유라시아 이니셔티브에 대한 생각은?


유라시아 이니셔티브는 아직 북방에만 머물고 있는 것이 아닌가 하는 아쉬움이 있다. 한국이 반도국으로서의 매력을 충분히 발산하려면 내륙과 해양을 연결하는 가교 역할을 해야 한다. 해양을 강조하면 일본이 중심 국가가 될 것이고 내륙을 강조하면 중국이 중심 국가가 될 것이다. 이름에서 나타나듯 유라시아 이니셔티브는 대륙 중심이다. 북방경제를 부각하는 것은 좋은 일이지만, 북방경제가 해양과 만날 수 있는 지점인 한반도에 대한 고려가 빠져 있다. 이 관점에서 부산과 나진이 중요하다.


한국은 유라시아 전체 인프라 건설 국제 자본 기제를 만들 국제 영향력이 부족하다.


그 내용 역시 모호하다. 한국은 유라시아 전체 인프라 건설을 주도할 자본이 없다. 한국의 유라시아 이니셔티브는 중국의 일대일로, 러시아의 유라시아 경제연합과 연결하기 위한 정책이지, 한국이 주도권을 가지고 연결하겠다는 정책은 아니다. 여기서 모호함이 발생한다.


유라시아 이니셔티브 홍보물을 보더라도 북한을 빼고 갑자기 단둥에서 시작한다. 중국횡단철도(TCR)와 시베리아횡단철도(TSR)가 갑자기 등장한다. 내륙으로 연결할 것인지, 해양으로 연결할 것인지, 항공으로 연결할 것인지, 이런 점이 나와있지 않은 점이 아쉽다.


NK News: 나진과 부산은 어떤 측면에서 강조하는 것인가?


나진항 부근에 한국이 개성공단과 유사하게 중국 내수시장으로 직접 들어갈 수 있는 기지를 만들었으면 한다. 나진항을 통해 중국으로 진출할 수 있고, 다롄, 만주를 통해 TSR을 타고 갈 수 있다. 세계 6위 컨테이너 항만인 부산과 랴오닝성, 광역두만지역 (GTI), 극동러시아 지역을 연결할 수 있는 것이다.


북한 노동자들이 나진 지역에 설립되는 공단에서 일할 수 있다면 가격 경쟁력이 있을 것이다. 중국은 2004년 이후 최저임금이 3배가 인상되며 현지 기업들이 비용 문제를 겪고 있다. 중국의 동북 3성 지역은 현재 인구 공동화 현상을 겪고 있어, 노동 비용이 상승하는 추세이다. 한국이 나진 지역에 공단을 설립하고 단둥, 다롄, 부산을 연결한다면 우리는 저렴한 북한 노동력을 가지고 중국, 러시아, 일본 시장을 공략할 수 있게 되는 것이다.


자유무역협정을 활용할 필요도 있다. 중국에서 물건을 들여와 부산에서 가공하는 방식으로 미국 시장으로 진출할 수 있다. 한중 FTA의 역외가공지역 조항(국내에서 생산한 부품, 반제품을 해외에서 가공한 뒤 다시 가져오는 생산 방식)이 나선 공단에 적용된다면, 동북 3성의 풍부한 원자재를 가공하여 각국 시장에 진출할 수 있는 것이다


NK News: 북중무역의 전반적인 경향성은 어떠한가?


중국은 외교적으로 매우 능수능란하다. 왕이 외교부 부장이 9.19 공동성명을 언급하며 유엔결의안을 이행해야 한다고 말했을 때, 한국 언론들은 이를 박근혜 대통령의 방중 성과로 보도했다. 하지만 시진핑이 미국에 갔을 때 북한을 향해 핵을 움직이지 말라는 경고를 보냈다고 보는 것이 더 적절하다고 생각한다. 동시에 이는 6자회담 재개를 향한 메시지였다. 중국 입장에서 자국의 열병식 당시 북한의 지뢰 도발이 이슈가 된 것이 많이 불쾌했을 것이다. 시진핑은 미국에서 해결해야 하는 일이 많은 상황이었다. 이 상황에서도 북한에 경고 메시지를 보낸 것이다.


북중관계에 있어 중앙정부가 직접 움직인다


류윈산 방북으로 북중관계는 급진전했다. 남포에서 옌타이 정기항로가 10일마다 한 번씩 운행된다는 이야기가 나왔다. 지방정부가 추진할 수 있는 사업이 아니다. 북중관계에 있어 중앙정부가 직접 움직인다는 점을 보여줬다. 중국은 향상된 북중관계를 발판으로 한반도 전반에 주도권을 쥐고자 한다.


NK News: 중국에서 한국 언론보도에 대한 평가는?


한국 언론의 보도가 아예 틀린 건 아니다. 중국에서 박근혜 대통령에 대한 평가가 높은 것은 사실이다. 하지만 열병식에서 박근혜 대통령과 북한의 최룡해 노동당 비서는 비교 대상이 아니다. 한국 언론에서 말하는 게 과장된 부분도 있다.


이를 근거로 북중관계는 뒤틀렸다고 판단한 것은 잘못됐다. 중국 입장에서 한중관계와 북중관계는 독립된 변수이다. 그런데 한국은 북중관계가 한중관계의 종속변수라고 생각한다. 중국 사람들은 북중관계에 대하여 한국이 뭐라고 하면 간섭으로 받아들인다.


중국에게 북한은 버릴 수 없는 카드


중국에게 북한은 국가이다. 91년 북한이 유엔에 가입하며 북한은 국가가 되었다. 중국에게 북한은 버릴 수 없는 카드다. 북한이 무너지면 랴오닝성, 지린성의 경제가 무너진다. 장성택 사건이 일어났을 때 그 지역 경제가 무너졌다. 북한이 붕괴되고 난민들이 위로 올라오면 재앙이다.


NK News: 탈북자 문제에 대한 중국의 시각은?


중국은 탈북자를 난민으로 보지 않는다. 중국 입장에서 탈북자는 마냥 불쌍한 존재가 아니다. 물론 이들이 팔려가고, 브로커에게 속아서 나오는 경우가 있는 것은 사실이다. 하지만 한족들과 다녀보면 다른 이야기를 들을 수 있다.


탈북자들에 의한 폭행, 살인 사건이 많이 일어난다. 한 중국인 할아버지와 손자가 살고 있었다. 국경을 넘어온 탈북자가 이들을 죽이고 식량이나 돈을 훔친다. 북한 군인이 넘어와서 몇 백 위안 가져가겠다고 사람 죽인 사건도 있다 탈북자들이 당하는 고충과 함께 지역 주민들이 당하는 고초가 있다.


탈북 여성이 결혼해달라고 해서 결혼해줬는데, 살림을 팔아서 도망갔다는 이야기도 들었다. 균형 잡힌 시각으로 바라볼 필요가 있다. 이들을 난민으로 인정하고, 보호할 방법을 생각해야 하지만 중국 사람들의 시선도 이해해야 한다. 중국의 불만에 대해서 깨닫고 우리가 협조하면서 문제를 관리해야 한다.


탈북자들이 왔을 때 안전하게 3국으로 데려갈 수 있는 방법에 중국에 도움을 구해야 한다. 하지만 중국은 북한을 하나의 국가로 보기 때문에 여권 없이 들어온 북한 사람들을 난민으로 인정하기는 힘들다. 중국만 비판하기엔 어려운 문제다. 중국을 압박해야 한다. 하지만 현실적인 부분이 존재하기 때문에 이를 고려해서 전략을 짜야 할 것이다.
