No sudden changes in China – N.Korean relations: experts
China still hopes for regional stability, wants to keep place on global stage

Relations between China and North Korea will remain relatively unchanged in the near term, despite Pyongyang’s unexpected statement of a “successful H bomb nuclear test”, various experts told NK News on Thursday.


Experts said China’s strategic judgement on North Korea is unlikely to change in the short run, considering its economic development plans and the diplomatic dynamic in north-east Asia.


Lee Chang-ju, Ph.D candidate of Fudan University cited the Chinese premier’s 2009 visit to North Korea, which happened four months after North Korea’s second nuclear test. During Premier Wen Jiabao’s visit China decided it would cooperate with the North on numerous economic and development programs along the China – North Korea border.


이창주 푸단대 박사(수료)는 2009년 중국의 전임 총리가 북한에 방문했던 것을 강조했다. 이 방문은 북한의 제2차 핵실험이 발생한지 4개월만이었다. 원자바오 중국 전 총리가 방문했을 때, 중국은 북한과 북중 접경지역 관련해 많은 경제 및 개발 협력 프로그램을 진행할 것을 결정했다. 


“Right before Wen’s visit, China’s development plan in the north-eastern region was upgraded as a national project. China can’t give up North Korea,” Lee told NK News.


"원자바오 총리가 북한에 방문하기 직전, 중국의 동북지역 개발 플랜은 모두 국가급 프로젝트로 격상되었습니다. 중국이 북한을 절대 포기할 수 없는 대목이죠." 이창주 박사는 NK 뉴스에 이와 같이 말했다.


Growing cooperation between South Korea, Japan and the U.S. – accelerated by the agreement on the ‘comfort women’ issue – is another challenge to China, which could further cement relations between the two countries.


한국, 일본, 그리고 미국 간에 협력이 증대될 수록, 특히 '위안부' 문제 합의에 의해 삼각 동맹이 더 심화되는 것은 중국에게 또 다른 해결과제로 작용한다. 이런 상황은 두 국가 간의 관계를 더욱 공고하게 만든다.


“As a member country of the six-party-talks, China has called for respect of the September 19 joint statement. It might be able to push the U.S. and Japan, suggesting talks to discuss North Korea’s nuclear issue,” Lee said.


이창주 박사는 또한 "6자회담의 회원국으로서, 중국은 9.19 공동 성명에 대한 존중을 요구한 바 있다. 중국은 이를 통해 미국과 일본을 압박해 북한의 핵문제를 논의하고자 제안할 수 있다"고 말했다.


However China’s initiatives to establish its global leadership and North Korea’s demand to be recognized as a nuclear power may have caused conflicts between the two countries, as recently evidenced by the Moranbong band’s sudden departure from Beijing last year on December 12.


그러나 중국의 글로벌 리더십 확보를 위한 이니셔티브와 북한의 핵보유 국가 인정을 위한 요구는 양국 간의 갈등을 초해할 수 있다. 지난 12월 12일에 베이징에 도착했던 모란봉악단이 갑자기 귀국했던 것이 하나의 증거가 될 수 있다.


“China might have thought that it successfully allayed the possibility Pyongyang’s nuclear test, while Pyongyang believed that Beijing accepted the nuclear test. That caused controversy on the contents of the Moranbong’s performance, which resulted in the sudden withdrawal,” Cho Han-bum, senior researcher at Korea Institute of National Unification told NK News.

Kim Jong Un’s first mentioned a North Korean H-bomb on December 10, followed by the Moranbong band’s arrival in Beijing the next day. However the group left China abruptly on December 12, and North Korea yesterday said the nuclear test was ordered on December 15.

Amid the discord, experts were generally sceptical on the possible disruption to Sino-North Korean relations, and China is worried about the geopolitical instability of Korean peninsula.


“China needs confirmation that absorption unification by South Korea will not happen, and the U.S. army won’t be based in the northern part of the peninsula after unification. It might take time for China to judge the strategic value of North Korea, before it changes its policy,” Chang Yong-seok, researcher from Institute for Peace and Unification Studies at Seoul

National University, told NK News.
