China again suggests peace, denuclearization talks on N.Korea

China indicates flexibility, including openness to South Korea's five-party talks suggestion

China reiterated its call for parallel denuclearization and peace treaty talks for the Korean Peninsula on Tuesday, and indicated it may accept South Korea’s suggestion for five-party talks.


With China’s National People’s Congress, their largest political event, underway the spokesperson for the event argued the necessity to begin “peace talks” to attract Pyongyang to the negotiation table in addition to the Six-Party Talks.


“The UN Security Council’s new resolution includes the resumption of the Six-Party Talks and commitments to the September 19 Joint Statement,” spokesperson Fu Ying said during a press conference.


“Other parties have also suggested some ideas, including flexible contacts in a three-party, four-party or even five-party format. We are open to any and all initiatives,” the minister answered.


Pyongyang has called for peace talks with the U.S. since the 1960s to formally end the Korean War, which ended in an armistice rather than a peace treaty. The term “peace treaty” is becoming more frequent in state media since the country’s nuclear test and satellite launch, according to KCNA Watch data.

The Obama administration suggested starting peace negotiations with North Korea a few days before the fourth nuclear test, the Wall Street Journal reported last month. The North refused when the U.S. insisted nuclear weapons be part of negotiations.


Chinese Foreign Minister Wang Yi mentioned simultaneous denuclearization and peace treaty talks on February 23. However, China had kept a firm position on the Six-Party Talks, not considering South Korean President Park Geun-hye’s suggestion in January of five-party talks, in which the other members of the Six-Party Talks discuss the North Korean nuclear issue without the North’s participation.


“China is implying that its negotiations with the U.S., to implement peace talks and denuclearization side by side, have been completed,” Park Sun-won, who worked on the September 19 Joint Statement of 2005 as a member of President Roh Moo-hyun’s national security strategy, told NK News.


“Beijing is persuading Pyongyang to come to the table, and saying it will launch five-party talks if North Korea cannot join right now,” Park said.


But Sung Kim, the U.S. representative for the Six-Party Talks, said during a Wednesday interview with the Yonhap News Agency that Washington will prioritize the denuclearization of North Korea before starting peace talks.


Even though Beijing agreed to the UN Security Council’s sanctions against Pyongyang, as proposed by Washington on February 25, the Chinese foreign minister said there were limits to the approach of solely depending on sanctions.


“Blind faith in sanctions and pressure, actually, is not a responsible approach for the future of the Korean Peninsula,” he told journalists in remarks carried by Reuters.


Wang emphasized China’s responsibility and capacity to implement the UN resolution.


China unveiled its National Development and Reform Commission (NDRC) and didn’t include North Korea as an economic cooperation partner to develop transportation infrastructure, Yonhap reported on Monday.


Lee Chang-ju, Ph.D candidate of Fudan University in Shanghai, said on his blog that any break in cooperation between China and North Korea would likely be only temporary.

“If China ceases economic cooperation with North Korea for a while, it will try to increase cooperation with Russia. Later, when the situation improves, (China) will resume cooperation with North Korea,” Lee wrote.


"만약 중국이 북한과의 경제협력을 일정 기간 중지한다면, 중국은 러시아와 협력을 증가시킬 것이다. 그리고 상황이 호전되면 중국은 다시 북한과 경제 협력을 진행할 것이다"라고 밝혔다.
